Salary Between 36,000 and 40,000 dependent upon experience.

About the Role:

The HALO Trust is seeking a highly motivated Head of Partnerships and Donor Relations for our Afghanistan programme.

The Donor Relations team is a vital part of a HALO’s largest global operation and is responsible for the maintenance of existing sources of funding, the development of new funding opportunities, and the creation and stewardship of new partnerships. The Head of Partnerships and Donor Relations will manage and motivate a team of national and international staff and ensure the production of timely, accurate and analytical reports and proposals for donors, as well as monitoring ongoing projects and leading the development of new partnerships and refinement of the programme strategy.

You will be based in Kabul but will travel around the country. You will report to the Programme Manager as one of a small number of expatriates working in direct support of a large and highly proficient national staff team.

RESPONSIBILITIES

Funding acquisition

  • Develop and maintain a donor relations strategy and engagement plan.
  • Act as primary point of contact for donors, maintaining existing relationships and developing new ones.
  • Write proposals and tenders to donors to attract additional funding, and renew current funding and contracts.

Partnership development

  • Steward existing partners and support the maintenance of ongoing projects. Develop new relationships with NGO and civil service organisations to deliver more comprehensive projects.

Grant/project management

  • Manage the Donor Relations team delegating tasks as appropriate, and ensuring that proposals and reports are developed in a professional manner in line with donor expectations.
  • Oversee contract monitoring and tracking, and all aspects of the project cycle.
  • Develop the MEAL process within the team, ensuring a coherent MEAL component in proposals and tenders, and support MEAL workshops for operations staff and impact monitoring teams.
  • Manage the planning and reporting of complex projects (e.g FCDO, GFFO amp; NL) in consultation with programme senior operational management, HQ team and external partners.
  • Work in close relation and communicate on a regular basis with HQ Strategy Group on donor management and reporting.
  • •Oversee qualitative and quantitative research by survey teams, GIS department and senior operations management to measure the outcomes of HALO’s operational activities, including data collection, analysis and write-up.

Communications and advocacy

  • Manage communications within the Afghanistan team and direct the work of the Afghanistan comms assistant, ensuring content and messaging aligns with priorities and security protocols. Direct the division in producing and disseminating case studies documenting the impact of HALO’s work.
